There's a quick and easy script to get MultiChain running on Microsoft Azure:
https://azure.microsoft.com/en-us/resources/templates/blockchain/
But if you're looking for a fully hosted blockchain service (where all nodes are running on someone's server), this somewhat contradicts the whole point of a blockchain, which is to remove control from a central intermediary.
