If mining-diversity is set to 1.0 the nodes to be included in the round would be those that have mine permissions, correct? If so what happens when one of those nodes are offline? the blockchain gets stuck? or worse ... that node never comes back again... an admin would need to do some maintenance. How to check node status on the network (active/inactive)?

Yes, this is exactly the problem with setting mining-diversity=1.0 – the chain will freeze up if one of the miner nodes stops functioning or becomes disconnected. This is exactly why you should set mining-diversity to a lower number, but the price you pay is an incomplete round-robin rotation.
