how i can give permissions from admin server like connect,send receive etc automatically when someone wants to connect with his own server. Actually i want an automate operation on my server when some one wants to connect with multichain network from other server. Is it possible on multichain network or not ?  How admin server know some one wants to connect.

There is not currently a facility in MultiChain for it to notify some external process of (or report in another way) failed connection attempts. However it sounds like a case where might just set anyone-can-connect, anyone-can-receive and anyone-can-send to true in your blockchain parameters.
