can not we set rpcport number as fixed for new lanuching blockchain

Every time rpc port numbers getting changed whenever we will be launching new blockchain. Is there any params change to make this as permanent port in single node.

It can be modified in the params.dat file before the blockchain is launched, as can any other blockchain parameter.
