How do you set up transaction fees?

Question

I want to set up a transaction fee for each transaction and then send this fee to a specific address most likely a person with admin or mine permissions.  Is this possible?  There are very little explanations about how to set up transaction fees.  An explanation on how transactions fees can be implemented would be very helpful.

The transaction fee is always collected by the miner who confirms that transaction in a block. You can set up transaction fees using the settings in the 'Native blockchain currency' section of the blockchain parameters:
