retrieving blockchain parameter from a second server

HI, I have tried to connect to the blockchain from a second server, bu it is not working.
I saw many of the same problem on the web saying same issues, but I still could not figure out.
 

Retrieving blockchain parameters from the seed node 169.254.81.251:74XX ...
Error: Couldn't connect to the seed node 169.254.81.251 on port 74XX - please check multichaind is running at that address and that your firewall settings allow incoming connections.

I tried the change a setting to allow incoming connection by making new inbound rules from port 74XX and it is still not working.

Can you help me to solve this problem??

A 169.254.X.X address is a self-assigned IP address, which generally is chosen if a DHCP server is not successfully contacted to obtain a network address. The result is that the server can rarely actually be contacted on this address via the network. Please check your network configuration and/or try using a different address for the node, which belongs to one of its externally accessible ports.
