Restarting the running Node failed after changing anyone-can-connect to true

I am trying to change the permission after creating and starting the chain. So I changed only anyone-can-connect to let the chain publicly readable but the chain failed to start again after stopping it and I got an error: ERROR: Parameter set for blockchain chain1 is invalid. You may generate new network using ...etc.

How could I change global permission in a safe way without impacting the the running chain ?
