how next miner is selected in multichain when anyone can mine is set to true

I am running a multichain blockchain with anyone-can-mine is set to true, Skip-POW-check=false and adjust-target-freq=-1. My question is that how a new mining node is selected in this scenario as mining diversity has no impact here due to permissionless nature of blockchain and difficuilty adjustment is set to -1 which indicates that there is no POW involved? Is it round robin scheme (but mining diversity has no effect as anyone can mine OR POW but Skip-POW-check=true and adjust-target-freq=-1.)

The short answer is that we cannot recommend this combination of settings. You should either have a permissioned mining approach, or a permissionless one which auto-adjusts its difficulty.

Or, at the very least, you should set pow-minimum-bits to something much higher than the default value of 8.
