In general in a blockchain, transactions can continue to work even if nodes are down. But those nodes will only catch up regarding those transactions once they come back online.
Also if the private key for the sending address of a transaction is stored in the wallet of a particular node (as is normally the case) then if that node is down, no one else can generate transactions on its behalf.
