Is it possible to operate a public blockchain with Multichain in the following form?

1. Anyone can connect to the block chain.
2. Anyone can participate in mining.
3. The consensus algorithm is PoW.
4. If someone is successful in mining, the miner will be rewarded for mining.
5. Only an administrator can issue an asset, and anyone can trade assets(tokens).
6. Only the administrator can issue a stream, and only the authorized person can save the stream.

Yes, please take a look at the list of blockchain parameters, which allows control over all these things. Well, except "save the stream" whose meaning you'll need to explain.
