Revoked address can still issue assets?

Is it possible or a bug that an address that has been revoked can still issue assets?

that is happening to me after

revoke 1KeBcFyaVjzPZWeFfKW8xZGfX6bZP3uQdgr4vv issue

It could be due to consensus rules on changing issue permissions - if the admin-consensus-issue blockchain parameter is greater than 0 and you have several activate administrators. Does that explain it?
