Difference between admin-consensus and round-robin consensus?

Hello Team ,
I have gone through white paper where i have read about roub robin consensus and now i am trying documents of multichain , so I am just little confused in admin-consensus and round robin consensus ?
When multichain will use round robin and when it will use admin -consensus?

As per my learning when i was trying to deploy stream filter in network(3 nodes with admin permissions)  so in that case 50% admin node has to agree on that transaction that's how admin-consensus comes in and round-robin consensus used for stream transaction etc .
If i am wrong please correct me.

The round robin consensus scheme (based on mining-diversity) is for the process of building the blockchain.

Other admin-consensus-* parameters relate to important governance changes on the blockchain, e.g. high level permissions, upgrading blockchain parameters, installing transaction filters.
