permission on chain

Hello Multichain Team, I am learning multichain blockchain so i have tried many thing but i was not understanding why there is admin  in chain ? 
If chain would be ruled by any admin user doesn't it makes centralised things only? 
What is the key things behind admin and other user with certain permissions? 
what will happen if we do not make any one in private chain as admin? 
well i am making usecase on document management usecase whera i have to recode transaction of every document which is stored in blockchain  and this use case ids for government school marksheets.. 
*Number of participants: state board, divisional board, students.. what is the use of making admin node here in my usecase ? 
also tell me how many nodes would be better for above participants ? 
please help me to understand so that i could make decision to make this poc on multichain...

First, you don't need to have an admin on the chain if you don't want to – the user who created the chain can remove their own admin permissions, then there will be no admin at all.

Second, you can easily set up multiple administrators if you like, then they govern the chain by consensus in accordance with the admin-consensus-* blockchain parameters. So it's possible for all the permissioned participants in a chain to govern it democratically rather than having a central admin.

Third, the purpose of the admin or admins is to allow other users' permissions to be changed, install/approve transaction filters, and upgrade the blockchain parameters.
