Who will charge the fees of off-chain?

We will setup a blockchain with off-chain data and currency coin for a Storage service.

The blockchain-parameters are:

initial-block-reward:50

minimum-relay-fee:0

minimum-offchain-fee:0.1

Our questions are:

1. We want normal transaction is free, but off-chain transactions need to pay. The parameter 'minimum-relay-fee=0' is OK?

2. There are two nodes, one is storage node and another is miner node. I put 1Mb file as off-chain data one the storage node ,and pay 1000 * minimum-offchain-fee = 100 currency coins. Who will charge the 100 currency coins ? the storage node or the miner node?

Multichain as currency or data exchange?

Hello, I've been researching rchain, multi chain and redbelly (all "concurrent") blockchain systems but am unsure of the differences. Is multi chain intending to be a cryptocurrency or other? Do you have a coin or an ICO planned to launch if so?

I don't know how to issue (create) only native currency

Following this thread, I have invoked issueFrom with name = "" and qty = 1, from my admin address. My intention was to issue a new coin of my native currency. However, the block holds a transaction for 1 asset named "" and no coins of my native currency:

Name
Addresses holding units	1 – jump to holders
Asset Issues	1 – jump to issues
Raw units issued	1
Display quantity	1
Native amount sent	0

So still I don't know how to create (issue) one coin of my native currency. Can you help me?

In case is not exclusive for Bitcoins, does Multichain supports several currencies on the same server instance?
